Is the regulation of wearing helmet with reflector stripe has been lifted?

I still remember about a decade ago, when all bikers are required to have the reflector stripe sticker pasted onto their helmet as one of the safety precautions. I would say this is a good move especially at night to allow motorists behind the riders to easily spot them to avoid accidents.

But it looks like this is no longer an enforcement anymore. If you observe today, most of the bikers's helmet are "clean". Is this because of "kekurangan kakitangan" again? Or is it another "5-minute heat" regulation?
